Bylaws (1980-1988), minutes (1976-1991), reference manual (1988-1991), and agenda packets (1980-1985) of the Oak Terrace Nursing Home's (OTNH) governing board. The board, which consisted of the Minnesota Department of Public Welfare's (DPW) commissioner and deputy commissioner, the DPW's assistant commissioner of the mental health bureau and its medical director, the residential facilities division director, and the OTNH's chief executive officer/administrator (CEO), managed the property, funds and business of the OTNH, including delegation of responsibility for its management, control and operation to the CEO and appointment and reappointment of physicians.
